What UKT Is and the Right to Relief
Uang Kuliah Tunggal (UKT) is the per-semester tuition at state universities, scaled to the economic capacity of students and the parents or guardians funding them. UKT is divided into several groups or clusters — the higher the economic capacity, the higher the assigned UKT group.
The good news: UKT relief is a student right guaranteed by regulation. Permenristekdikti article 5 states PTN leaders may grant UKT relief and/or redetermine UKT applicability when there is a mismatch in economic capacity or a change in the economic data of students, parents, or funders. Article 6 also bars PTN from charging entrance fees beyond UKT for new diploma and undergraduate students.
Relief Requirements and Documents
Relief is generally granted when family economic conditions change or initial data misrepresents actual capacity — for example, a parent laid off, business income dropping sharply, a family member seriously ill, or a parent passing away. Honesty is key: verifiers check consistency across documents.
Prepare strong supporting documents: photocopies of ID card and family card, parents' pay slips or income statement, three months of electricity bills, photos of your home, plus official letters for changed conditions (layoff letter, illness certificate, or death certificate). Draft a one-page summary of net income, mandatory expenses, and your relief request reasons.
How to File a UKT Appeal
The chairman of the Indonesian State University Rectors Council (MRPTNI) outlines three steps to obtain UKT relief. First, the student submits a written request to the dean in polite language with honest reasons. Second, the dean brings the request to a meeting with campus leaders, accompanied by evidence or supporting documents. Third, PTN leaders decide the form of relief.
Outcomes may include temporary exemption, nominal reduction, UKT cluster or group shift, installment payments, or payment postponement. Each campus has a short appeal window — usually only 3-7 days after the UKT amount is announced — so watch the campus's official schedule and don't miss it.
Alternatives When Relief Is Not Enough
If the appeal outcome still falls short, other paths remain. Many PTN offer UKT installment schemes of 2-3 payments per semester. Students can also apply for KIP Kuliah, which fully covers tuition and living costs, or internal and external campus scholarships usually opened each semester.
When filing, avoid last-minute submission since campus portal servers can get crowded. Save proof of submission, monitor your application status, and if asked for an interview or clarification, answer consistently with your uploaded documents. With good communication and tidy paperwork, cost issues should not end your studies.
