Used-Vehicle Transfer Fee Now Rp0

Good news for used-vehicle buyers: the Motor Vehicle Title Transfer Fee (BBNKB) for second transfers or used vehicles is waived under Law No. 1 of 2022. That means the transfer fee component once calculated at around 1 percent of the vehicle's sale value is now Rp0.

However, owners must still pay the Motor Vehicle Tax (PKB), SWDKLLJ, and non-tax administrative fees for issuing the new STNK, BPKB, and license plates (TNKB) under the new owner's name.

Ownership Transfer Document Requirements

Prepare the original ID card of the new owner plus a copy, the original STNK plus a copy, the original BPKB plus a copy, and the original stamped vehicle purchase receipt with a Rp10,000 stamp duty plus a copy. The sale receipt is the legal proof of ownership transfer.

Add the vehicle's physical inspection result from Samsat — officers will rub the frame and engine numbers as inspection evidence. If represented by someone else, include a stamped power of attorney. For vehicles owned by legal entities, prepare a release-of-rights letter.

Procedure at the Samsat Office

Visit the Samsat office matching the vehicle's registration and register at the physical inspection counter as a registration prerequisite. After the inspection, go to the BBN 2 counter: fill in the provided form and submit it with all documents.

The next stage is vehicle data change and registration at the local Polri administration section, then back to the BBN 2 counter to apply for the Regional Tax Assessment Letter (SKPD) and pay at the payment counter.

After payment is settled, the owner receives the new STNK under their own name, the Payment Obligation Settlement Receipt (TBPKP), and the new TNKB — usually collectible the same day.

Non-Tax Fees and BPKB Issuance

The official non-tax fee breakdown: new STNK issuance Rp100,000 for motorcycles and Rp200,000 for cars; TNKB Rp60,000 for motorcycles and Rp100,000 for cars; new BPKB issuance Rp225,000 for motorcycles and Rp375,000 for cars. SWDKLLJ is Rp35,000 for motorcycles and Rp143,000 for private cars.

Unlike the STNK, the new BPKB takes longer because printing is done at the provincial police level — waiting times range from several days to several weeks. For out-of-region vehicles, mutate first: withdraw the file at the home Samsat after taxes and fines are fully paid, then register at the destination Samsat matching the new owner's ID address.
