FIFA Naturalization Requirements: The Residency Route
The FIFA naturalization requirements for the residency route are in the spotlight after Dewa United's Japanese winger Taisei Marukawa began the process of becoming an Indonesian citizen in October 2026. Unlike most naturalized Indonesian internationals who go through the descent route, Marukawa is taking the residency path.
The residency route is governed by Article 7 of the FIFA Statutes, aligned with the Republic of Indonesia's Citizenship Law No. 12 of 2006. The rule: a foreign player without Indonesian blood may switch federations and represent a new national team if they have lived continuously for five years in that country after turning 18.
Marukawa confirmed the progress of his administration after playing in Indonesia since 2021. He said he has submitted the required documents and is now awaiting further approval.
Marukawa's Career Journey in Indonesia
Taisei Marukawa first set foot in Indonesia when he joined Persebaya Surabaya in the 2021/2022 season. He then played for PSIS Semarang before joining Dewa United in 2024.
According to competition records, the 29-year-old has made 161 appearances with 37 goals and 47 assists during his career in Indonesia. His consistency, without any break playing abroad, keeps his residency count intact.
Counting from his competitive debut on 11 September 2021, Marukawa is projected to complete the five-year residency requirement on 11 September 2026. That opens the possibility of a Garuda debut in the October or November 2026 FIFA international window, provided all administrative stages are completed on time.
Potential First Japanese Player for Indonesia
Marukawa's desire to play for Indonesia stems from his love for the country after five years of living there. He has said he fell in love with Indonesia and feels happy spending his time here.
If the naturalization is completed, Marukawa could become the first Japanese player to represent the Indonesian national team. Southeast Asian neighbors such as Singapore and Cambodia have already naturalized Japanese players through the same route.
As a winger, Marukawa is known for his agile dribbling, sharp vision and high creativity. His fast, aggressive playing style is considered a good fit for modern tactical approaches that prioritize high intensity.
